Bug Description
Hardy version has a bug that won't advertise ipv6 routes.
This was fixed in a later quagga version, can't remember the exact one.
I do know that it's fixed and works fine in karmic (intrepid also I believe)
If I'm reading the changelog correctly, 0.99.10 fixed it (hardy has 0.99.9)

I've hit the same issues with advertising ipv6 routes via bgpd with quagga 0.99.9.
Debian Lenny Backports has 0.99.16, which installs without issue on Hardy. You may wish to try that.
