System Settings tries to run "qt-language-selector" when not installed

When trying install the Russian language, 'qt-language-selector --mode install' is executed even when the package 'language-selector-qt' is not installed.

I used command apt-get install kde

The "kde" package installs all the official KDE applications, but does not install the default configuration or default Kubuntu applications. We recommend installing "kubuntu-desktop" when you want a KDE Desktop. That will also install the language selector.

However System Settings should not attempt to run the language selector when it's not installed, so I'm moving this bug to kdebase.

I cannot install kubuntu-desktop:
