"Report a Problem" should have an apport hook

Bug Description

When an user goes to Help->Report a Problem, his browser is opened on https://bugs.launchpad.net/gwibber/+filebug
It should instead use apport-cli or ubuntu-bug code or place an hook there, so it could collect extra info on the user system and gwibber version, to help make a better bug report

In my case 'Report A Problem' doesn't even launch the browser... Nothing happens, no output in terminal window if launched from cmdline.

UNR 9.10, Firefox as default browser.

The other items in the Help menu do not work either. "Get Online Help" and "Translate This Application" when clicked do not do anything as reported in https://bugs.launchpad.net/gwibber/+bug/423539. bug #423539
