That's the home page of the portuguese air force. The first twit is punyurl, a unicode url shortener.

Daring Fireball uses a URL shortener that contains a unicode glyph. It's described here (http://daringfireball.net/2009/11/liberal_regex_for_matching_urls) at the bottom of the page.

His URL shortener uses the ✪df.ws domain. The url shows up, but it is not linked.
