Firewall disables itself after a few seconds

New installation of LinuxMint 19.1 Cinnamon. Have not done anything remarkable as far as I am aware. Go to Firewall through the menu. Status is "disabled". Click on it to enable. Shows enabled for a few seconds and then reverts to disabled.

As of 6/22/2019 10:05 PM it is still enabled. I have not done anything that should affect the behavior, but it seems to be acting properly.

As of 6/23/2019 7:55AM, the machine has been shut down and restarted. The firewall is still enabled.
It appears that what ever was wrong has fixed itself. Not anything I am aware of doing myself.

As of 6/25/19, 10:21 PM the firewall has remained enabled. I honestly don't know if this could even be called a real problem anymore. It's certainly seems ok now, but was not for several days.
