Toggling firewall profile or on-off takes too long

Bug Description

I have a quadcore i7 laptop with a fast SSD and 16GB of RAM. When the problem occurs the machine is not under load. It takes over five seconds to change firewall profile or disable/enable the firewall *and* in that time there is no indication that I have in fact clicked the slider in the way I intended to. It would not be so bad - the delay, I mean - were there some indication that work was in progress. As things stand, this as it were invisible delay reduces the usability of the interface.

Mint 19.1 x64 Cinnamon
Gufw 18.04.0

I have 109 firewall rules.

Hi, what about with ufw? In terminal:
sudo ufw disable
and
sudo ufw enable

Good question! The answer is as follows.

    $ su
    Password:
    # time ufw disable
    Firewall stopped and disabled on system startup

    real 0m0.311s
    user 0m0.235s
    sys 0m0.074s
    # time ufw enable
    Firewall is active and enabled on system startup

    real 0m0.520s
    user 0m0.369s
    sys 0m0.167s

So it seems that ufw performs the operations some thirty times faster than gufw.

At present it two seconds in GUFW to enable or disable or enable the firewall. This is a considerable improvement upon the five seconds that I reported initially. Good! So something has sped the process up. (I still have the 18.0.4 version of GUFW. But my kernel, and other things, have changed.)

Nevertheless, for operations of this sort, GUFW might want to show some sort of tooltip.

Also, it remains the case that enabling or disabling the firwall *via terminal* on my system takes about 0.3 seconds, i.e. is some six times faster than GUFW.
