Gufw doesn't launch on debian 10

Linux Debian 10, Gufw 17.04.1

== Description
Gufw doesn't start when the application is launched manually.

When launched via the terminal, I get this error:

== Fix

The issue is located in `/usr/share/gufw/gufw/gufw/view/add.py` line 499.
I forced the encoding to utf-8, which seems to fix the error:
