'Print to File' is not pre-selected when opening the print dialog

Bug Description

Precise 3D 32-Bit up-to-date

When opening the print dialog and no printer is actually connected, 'Print to File' is not pre-selected as it should be (if a printer is connected the printer gets pre-selected).

For consistency, preciseness and faster workflow print to printer and print to file should work equal.

I have a patch for gtk+ which almost does this, too (as part of implementing the design at https://wiki.ubuntu.com/Printing). Unfortunately, I didn't get it done before feature freeze.
