Tooltips require perfectly still mouse

Bug Description
The trackpad on my laptop jitters a little bit. If I hold my finger still on the trackpad, there is just a touch of mouse jitter. As such, the tooltips in Pantheon-Mail 0.10 with Loki Beta 2 never show up. I have to actually lift my finger off the trackpad completely before the tooltips will show up.

moving to Gtk+. Mail doesn't use anything custom to render tooltips. If this is true for Mail, it's true for any Gtk+ app
