Ability to time-offset new log item

Bug Description

Often, I start a new task, then 5 minutes later I realise I forgot to update timelog.

I have to post the new log item, edit the log to change the time then refresh.

In my local checkout, I've added the functionality to offset a task in two ways (both way still ensure the time is after the last logged item and not in the future):
"16:30 Client meeting" or "-10 Client meeting"

This fix was released in version 0.2.4 more than a year ago, bringing the bug tracker up-to-date.
