Having a parent tag without color and assigned task is not possible

Bug Description
I want to have a tag structure like this
@projects
-> @gtg
-> @otherproject
When a meta-tag @projects does not have any assigned task or color, it is lost after GTG restart. It should be possible to have meta-tags in GTG

Abhiram, I am sorry. I haven't investigate details yet and I am not able to say you steps to solve this bug. Important part of the repairing bugs is debuging - figuring out what's wrong. If you are intersted in the bug, try to find out why it doesn't work on your own.

Only tags which were 'Special' or 'actively used' (has at least one active task) were visible. I have modified it also check if a tag has 'actively used' child.
