Stale label is still a choice option with Ctrl-T

Bug Description

(Cleaning some old notes of mine)

This was while using GTG 2.4.0 from the daily ppa.

If a label has no reference (and has no attributes), I suspected it would vanish. Yet, Ctrl-T still knows about it.

Or else, we need some way to definitely get rid of a label.

Those references to tags are destroyed when tag:
1, has no associated tasks
2, has no associated color
3, satisfy 1 and 2, and GTG was restart to lose its cache.
