GC installed, upgraded Mint from 20.3 to 20, now can't run/install GC, memtest86+ error

Bug Description
Hi. First bug report & I'm new-ish to Linux so patience is appreciated.
I have a Dell laptop, dual boot Windows 10 & Linux Mint. Installed a new, higher capacity drive. Needed Grub Customizer to boot Windows 10 by default. Installed & it worked. Upgraded Linux Mint from 20.3 to 21, but now apt-get is fussing about memtest86+. Found others had this issue too based on this link:https:/
I attempted option 2 (reinstall of Grub Customizer) since it seemed the less intense. Below is the output:
$ sudo apt-get install grub-customizer

I think I fixed my issue. I downloaded the libssl from Debian & installed it with dpkg.
sudo dpkg -i libssl1. 1_1.1.1o- 1_amd64. deb
A dpkg -l libssl1.1 confirmed it was installed. After confirmation, I was able to run a apt-get update and apt-get upgrade and I got the following output:
