'General settings' did not propagate to default kernel

Bug Description

Possibly this is user-error, but . .

I altered the 'general settings' by removing 'quiet' and 'splash'. I saved the changes and exited the Customizer. Later I discovered that the boot line in my default kernel - I mean: the kernel set to boot automatically - still contained 'quiet splash'; and indeed my boot process was unchanged. After editing the line in my boot entry directly (removing 'quiet splash' from 'linux /boot/vmlinuz-4.16.3-041603-generic', etc.), things worked as expected.

Linux Mint 18.3 Cinnamon.
