Bug Description

 "GRUB_RECORDFAIL_TIMEOUT" is needed for "Boot Default Entry After".

Without this option set in /etc/default/grub, "GRUB_TIMEOUT" never takes place due to "RECORDFAIL" in /etc/grub.d/00_header.

So whatever value the user sets for "GRUB_TIMEOUT", you should also set for "GRUB_RECORDFAIL_TIMEOUT".

And of course both values should only be getting set if user enables "Boot Default Entry After".
