Docker build during NFP controller image build is failing

With the latest source, docker build is failing with ImportError during the image build for advanced controller.

The exception seen is as follows.

ImportError: No module named packaging.version

On debugging, observed that after hitting this exception any pip command like pip -v are showing again the same exception.

    NFP - Configurator docker build fix

    NFP configurator image build was failing due to
    the docker build failure. The failure is with
    the pip package.

    pip package version was very old, and needed
    to be upgraded. With this fix image build is fine.
