Bug Description

During integration of a different L3 plugin with GBP, DetachedInstanceError exceptions were happening. Further investigation found that this was due to calls to expunge_all:

https://github.com/openstack/group-based-policy/blob/master/gbpservice/common/utils.py#L31-L33

The use of expunge isn't needed -- expire_all could be used instead.
