NFP doesn't detect nova failure when adding a member to a group

Here is the step to reproduce:

1. Create a provider group.
    I created a lbaasv2 one but I don't think it only applies to lbaasv2.

2. Add a member to the group with a insufficient flavor.
    I used a ubuntu cloud image on the setup. I select the tiny flavor by mistake while the image requires at least small. Although the instance is booted with ERROR state, NFP doesn't detect the failure and config it successfully.
