notify service chain node drivers on provider changes

Bug Description

Current Node Drivers don't know when a service chain provider group is modified. This prevents them from taking actions that keep the policies consistent. One example is adding a consumed contract to a chain provider, which a Node Driver might want to reflect into its own firewall policy.
