[APIC-mapping] [juno] NAT EPG tenant name is not scoped for unshared external-segment

Bug Description

NAT EPG for unshared external-segment is placed in a specific tenant in APIC (which have scoped names). However when the tenant for NAT EPG is being reported in the RPC, the scoping prefix is missing.
