PRS is not detached when PTG update with that PRS failed

While updating policy target group with provided policy rule set (having redirect action to insert servicechain), this new policy rule set is not getting detached in case of failure. So next time when we try to attach it won't take any action as it's not detached.
For retrial we need to update policy target group to remove this policy rule set.

Steps:
1. Create policy target group having policy rule set with allow action in its policy rule.
2. Create policy rule set having policy rule with redirect action.
3. Update policy target group to attach this newly created policy rule set.
4. In case of failure of above step see group details, it will show this new policy rule set.

So are you effectively observing that the PRS update for the PTG does not function at all?

PRS update for PTG does not fail always. But when it fails, we are observing that the PRS are not detached from the PTG. Which is causing the next update(of the same PRS) not to be effective as the PRS is already available for the PTG.

We are observing this issue on Juno code base (openstack-neutron-gbp-2014.2.7-118.el7.noarch) installed on Sungard labs.
