Intermittent UT failure due to non-specific SG check

The commit 09379c3ff72588841e1cde278965007c531cbe4d added a few egress SG rules by default. However, the following line:
https://github.com/stackforge/group-based-policy/blob/09379c3ff72588841e1cde278965007c531cbe4d/gbpservice/neutron/tests/unit/services/grouppolicy/test_resource_mapping.py#L1680

only checks for the first rule. This check passes sometime and fails at other times.
