Move devstack gate artifacts to in tree

Currently the integration gate devstack is breaking because the devstack branch used in the integration gate job needs to be synced with the upstream devstack branch. Repeatedly having to do this is painful and not doing it is frequently causing the gate job to break. Ideally the the upstream devstack branch should be patched with the GBP artifacts before running the integration job.

    Adding devstack artifacts for integration gate job

    This will allow using the upstream devstack branch.
    The gbp-specific artifacts will be patched on top
    of that branch.

    Also checking to see if resources are not getting
    cleaned up after the exercise script run.
