Bug Description
This is because the empty PTG is not really empty, it has a PT for a DHCP port that is implicitly created. This PT should be implicitly cleaned up.

With the introduction of the opflex agent [0], there's no explicit DHCP PT creation anymore. This issue should not be there anymore as fixed in [0].
