sg rules leak when ptg is disassociated

Whenever a PRS is provided/consumed by a PTG, the security groups associated with that PRS are updated with a net set of rules depending on the PTG subnet.

When the said PTG is disassociated from the PRS, we expect the rules on the SG to go away. This doesn't happen.
