Bug Description

Recent backport added the following:

https://github.com/stackforge/group-based-policy-ui/blob/49fe6096f7dcdf9d4dadb8b329fa041b06b0aae7/gbpui/panels/policytargets/workflows.py#L256

However the call instance_utils.keypair_field_data does not exist in stable/juno.

    Aligned create member according to stable/juno instance launch

    Updated the test-requirements as well to sync with the global
    (horizon)

    In stable/juno, python-keystoneclient==1.1.1 is required to pass test
