GBP admin resource rendering issue

In general for components like nova, neutron, cinder etc when you go to the Project Tab as an admin user and go to networks or instances you only see the resources owned by the admin user/tenant. To view all resources you need to navigate to admin tab
This behavior is broken in Group Based Policy Horizon UI
What you see when you go to Project/Policy you see all Policy resources even those not owned by admin if you are a user with admin role. This part should just show the resources of current user even if he happens to have an admin role and
Add a Policy tab under Admin to show everything

Keep feature compatibility with other components

This is actually two bugs. So we need to fix the former part first.

The part about "Add a Policy tab under Admin to show everything" can be treated as a follow up enhancement.
