grokproject generated bootstrap.py fails with error

Bug Description

When I use the new (trunk) grokproject to generate a project, I get a working project.

If I however take such a project and try to run its bootstrap.py, it fails with the following error:

While:
  Installing.
  Getting section eggbasket.
Error: The referenced section, 'eggbasket', was not defined.

So it looks like the bootstrap.py won't work properly when installed on fresh machines which haven't seen grokproject before.

I am sure I have seen this working. Perhaps some uncommitted local changes on my machine? Anyway, fixed in r87874.
