server control form should not have shutdown as default action

Bug Description


When setting the admin message and hitting the enter key, the form is submitted and uses the default action shutdown.
This is not a good thing and very confusing. Either we should replace the default action or we should think of the use of a shutdown button there.
A restart button makes sense alltough but a shutdown...

Ooh, this bug was known for long. I now commited a fix by splitting the HTML-form. This works without any JavaScript hassle, at least on Firefox.

Unfortunately I did no tests for that bug, because I don't know how to simulate the default-button behaviour. It might even vary from browser to browser. Any hints are welcome.
