unused offline mode in inc/bootstrap

Bug Description
inc/bootstrap contains a function get_clone that references a global variable "OFFLINE". There is no mention of this variable in the documentation, nor is it present in any of the other grenade files.
If OFFLINE it is meant to be implemented then it should be documented.
If it is dead code then it should be removed from inc/bootstrap
