Can't create floating ip throught openstack-cli

  Can't create floating ip through openstack-cli:

openstack server add floating ip $NOVA_SERVER $ip

Steps to reproduce:
Test was created on gate with next params

export DEVSTACK_GATE_IRONIC_DRIVER=agent_ipmitool

openstack server add floating ip $NOVA_SERVER $ip

Expected results:
 Floating ip is associated with $NOVA_SERVER
Actual result:
 /opt/stack/new/grenade/projects/60_nova/resources.sh:create:104 : openstack server add floating ip nova_server1 172.24.5.5

Workaround:
 Use neutron-cli
