Bug Description

On this patch: https://review.openstack.org/#/c/46479/

Tempest tests pass but the grenade test fails (ServerActionsTestJSON and ServerActionsTestXML). I suspect this is a timing issue stemming from the new locking behavior.

If there is new behavior that causes grenade to fail, that incompatibility will either need to be worked out in grenade itself or in the project where the change was made. Typically I think the preference is to make changes backward compatible. Removed openstack-ci from this bug as this is an upgrade path bug.

This grenade bug was last updated over 180 days ago, as grenade
is a fast moving project and we'd like to get the tracker down to
currently actionable bugs, this is getting marked as Invalid. If the
issue still exists, please feel free to reopen it.
