Bug Description

On a typical page load:
# WARNING: [2] Framework::include_once(/media/data/workspace/Greeble/loc/en-US.php) [framework.include-once]: failed to open stream: No such file or directory in "/media/data/workspace/Greeble/Control/Framework.php" on line 664
# WARNING: [2] Framework::include_once(/media/data/workspace/Greeble/Modules/User/loc/en-US.php) [framework.include-once]: failed to open stream: No such file or directory in "/media/data/workspace/Greeble/Control/Framework.php" on line 664

And yet the localization does eventually load correctly for framework and modules...

"Bug" was related to invalid session parameters- localization loading was behaving as expected.
