Bug Description

Seems graylog snap isn't listening on 9000 or 9001 after install/config. Borks graylog charm and graylog bundles.

I have a working graylog deploy, and can't seem to identify the instance listening on ports 9000 or 9001, so possibly I'm missing something here.

See bug https://bugs.launchpad.net/mongodb-charm/+bug/1800208. This is invalid for graylog-snap as the issue was mongo access.
