whitelist.conf appears to treat blank lines as "allow everything"

Bug Description
I had a whitelist.conf file that worked. I added in some blank lines and "comments" (lines beginning with '#') and it started allowing all metrics through.
I narrowed it down to insertion of blank lines allows all metrics through.
My expectation is blank lines be ignored. I would also like to be able to insert comment lines.
