Bug Description

As you can see here:
https://docs.google.com/document/d/1jUtWkfqlwDydaO-B67F9PsOhE66AZ2y5N_uDRW9pOuQ/edit

The agreed upon hotkey to cycle through tabs is Ctrl+tab and backwards is ctrl+shift+tab, as usual.
Ctrl+pgdown and ctrl+pgup are as well. The thing is, only the second way works, while ctrl tabbing wont actually switch tabs in pantheon-files.
