Popovers can appear partially off-screen when not using Gala

Notice how Gala (and sometimes Openbox) work around this bug by positioning the popover inside the screen. As a tradeoff, this workaround makes the "arrow" of the popover point to an incorrect position (i.e. not the position of the icon that triggered the popover).
