left-right arrows in midori's notebook create new tab instead

Bug Description

When I opened a lot of tabs in Midori, the left and right arrows appeared in the Midori's notebook.
But when I clicked either arrows it create new tab instead.

I can see the arrows "create a new tab" if I "double click" or "middle click", not otherwise. But this still seems to be happening with both Granite and without.

I think "left and right arrow" shouldn't create a new tab with "double click", because you'd always want to click "left and right arrow" rapidly.

This is very hard to fix as long as DynamicNotebook has the feature to double-click on the empty part of the tab bar to create a new tab, i.e. double-click on the internal Gtk.Notebook.

Since the arrows are part of the Gtk.Notebook, and since they don't consume the double-click event, a new tab is created.
