grafana systemd service not enabled; grafana does not come back up on reboots

Bug Description

Grafana does not come back up after rebooting the machine it lives on.

The service is not enabled:

ubuntu@juju-dad083-kubernetes-6:/var/log/juju$ service grafana-server status
● grafana-server.service - Grafana instance
   Loaded: loaded (/usr/lib/systemd/system/grafana-server.service; disabled; vendor preset: enabled)
   Active: inactive (dead)

This happens when the install method is not snap. Not a problem when the snap is being used.
