Bug Description

New grafana 5.1 will break GUI if grafana.db does not define json_data as empty string
json_data: "{}"

I will change this to use API instead of SQL, so the issue will be fixed by the way.

It looks like grafana 6.7 also requires json_data to be defined as {} instead of an empty string.
In current charm revision, json_data only added as {} if the revision is 7 while The latest/stable channels of grafana snap is sill in 6.7. Therefore, prometheus data source will be failed to added.
