Dashboards key off service names

The dashboard generation is based on service names which are user configurable. This results in 'magic' that only works if other services are configured in specific undocumented ways. The default dashboards should be included based on things that are not user configurable such that they always work when intended.

As an example deploying ceph-mon, prometheus-ceph-exporter, prometheus, and grafana will only provide the Ceph dashboards if the exporter service is named 'prometheus-ceph-exporter' which is user configurable in the bundle.
