Installation method with local resources .deb or snap

As a wishlist, it would be nice to support Juju resources to upload and install local .deb or .snap of grafana.

At this moment, the charm access to packagecloud.io by default, which is not ideal to lock down access destination in some circumstances. Also, install_sources or install_file could be used to specify a local mirror server, but Juju resources are more handy and nice to have.

Moving from install_method=apt to snap is not supported, though.

Sorry, I now see that you want to use Juju resources to install apt/snap files, not connect to an apt repo or the snapstore.

Any update on this request as we might need this feature sooner than later for offline deployments.

Although we have the install_method available for snap, there's no option to include a resource. We will also need to include the core snap resource in order to allow offline deployments.
