LDAP group is mandatory even if LDAP is not used

Bug Description
In the “Create new user” dialog, the input field “Ldap group” is mandatory even if LDAP is not used. You have to configure this to the value “test” in this case. Best would be if the field would be hidden if LDAP is not configured.
