I propose using other extensions for this. There are extensions like for example "comments" (http:// typo3.org/ extensions/ repository/ view/comments) which are supposed to be combined with other extensions in order to allow commenting of single records of these extensions.
Maybe it is easier to extend one of these existing extensions to allow commenting on page-level, than making a whole new comments plugin within Goobi.Presentation.
