Use lxc-shutdown (if available) instead of lxc-stop for graceful shutdown

Bug Description

In 12.04 and 14.04 the LXC package provides an "lxc-shutdown" command in addition to "lxc-stop", which should be used for clean shutdown, including releasing of any DHCP-allocated addresses. See the related comment from stgraber here: https://bugs.launchpad.net/juju-core/+bug/1348663/comments/5
