Bug Description
the raspberry pi requires us to ship its overlay dtbs in a subdir "overlays/" next to the kernel and initrd. currently u-d-f does not support putting this dir directly into the device tarball, as workaround we ship an overlay.tgz file currently, that the user needs to extract after first boot. this is awkward and we should simply allow the device tarball to ship the dir uncompressed in place so no decompression is needed.
