Bug Description
A protobuf message with the same name can be loaded twice into Dynamic Protobuf manager (DPM). The compiled-in one is preferred, but this behavior is not documented (nor desirable).
DPM should check, if possible, if a message with the same name is already loaded. If not possible, Goby should make clear with one is preferred.
