Bug Description

DescribeInstances represents InstanceId-xx URL form fields as a filter. this
is wrong - it should error if any of the InstanceId fields is not satisfied.

DescribeSecurityGroups suffers from the same problem with the GroupName-xx and
GroupId-xx fields.
