Bug Description
When opening this editor, the Cancel button remains available while all other buttons are dimmed. However, even after clicking on and selecting (highlighting blue) any province, only the "OK" button becomes additionally available. The remaining buttons "New", "Edit" Delete" all remain dimmed. Double-clicking on a province does nothing.
Also it is unclear what the tooltip means when it refers to "pressing spacebar" as this seems to achieve no selection.
