improving bug exception handler to attach trace logs

Bug Description

Hi!

In order to smoothly generate bug tickets at LP from automatic bug-reports, there is need to enhance the present exception handle.

What is required is to generate the email message with the following components:

a) Subject - can remain the same as now

b) > Body - to include only user's comment + stuff to be recognized by LP, i.e.

> "Report sent via GNUmed's handler for unexpected exceptions.

The rest, i.e. log file should be attached to the email as, according to LP's help: 'The attachment must have
its content-disposition set to "attachment" and not "inline".'

In the attachment I'm sending some sample script which I found and is doing, afaict, the job.
